Following Home Ministry’s complaint, CBI registers FIR against Oxfam India, its officials for FCRA violations

The CBI’s FIR is based on a complaint alleging that although Oxfam India’s FCRA registration has lapsed, it plans to circumvent the law by adopting other methods to channelize funds.

Oxfam India and its office bearers have been booked for alleged violation of the Foreign Contribution (Regulation) Act.

The CBI’s FIR is based on a complaint by the Union Home Ministry alleging that although Oxfam India’s FCRA registration has lapsed, it planned to circumvent the law by adopting other methods to channelize funds.

“It appears from the emails received during IT survey by CBDT that Oxfam India is providing funds in the form of commission to Center for Policy Research (CPR) through its associates/employees. This is also reflected in the TDS data of Oxfam India, which shows a payment of Rs 12.71 lakh to CPR in FY 2019-20…,” the complaint alleged.

As per the complaint, the organization obtained FCRA registration to carry out social activities but the payment made to CPR through its associates or employees in the form of commission – professional or technical services – is not in line with its stated objectives. This is in violation of section 8 and 12(4) of FCRA 2010.
