Only electric bike-taxis allowed in Delhi under cab aggregator scheme

Mandatory panic button in taxis, integration with emergency number ‘112’, and phased transition EVS Here are some of the salient features of the Motor Vehicle Aggregator Scheme 2023 to regulate cab aggregators and delivery service providers in the national capital. Delhi Chief Minister Arvind Kejriwal approved the policy on Wednesday.

The draft of the plan has been sent to Lieutenant Governor VK Saxena. According to an official statement, it will be put up for public feedback and comments by the Transport Department before being finalised.

Kejriwal approved the draft plan that lays the foundation for regulating cab aggregators and delivery service providers in Delhi.

“The scheme gives priority to the safety of commuters and ensures timely grievance redressal, while also promoting the use of electric vehicles and reducing pollution levels in the city,” the chief minister said.

He said that by promoting and converting to Electric Vehicles (EVs), electric bike-Taxis, the Aam Aadmi Party (AAP) government will be able to reduce pollution levels in Delhi and create new opportunities for employment and economic growth.

The Motor Vehicle Aggregator Scheme 2023 will be applicable to any person or entity that operates, on-boards or manages a fleet of motor vehicles through it. digital Or electronic means or any other means of engaging or engaging a driver offering to deliver or pick up any product, courier, package or parcel to Seller, e-commerce entity or sender.

The objective of the scheme is to ensure passenger safety during trips and service quality of cab aggregators, while also promoting the transition to EVs. It will make it mandatory for aggregators to install panic buttons in vehicles and integrate with ‘112’ (Delhi Police) for emergencies.

The scheme also includes a mechanism for timely consumer grievance redressal, enforcement of vehicle fitness, pollution control and validity of permits by service providers. It provides driver remedial training in cases where driver performance is poor.

“The scheme will also be a historic first for the nation where a state government will initiate compulsory conversion of commercial vehicles from conventional vehicles to electric vehicles. The scheme will provide a phased mandate to fleet operators to convert their fleets from conventional vehicles to electric. does, the statement said.

Its mandate will only apply to an incremental percentage of new on-board vehicles over a period of four years to avoid any knee-jerk reaction to existing livelihoods.

For example, five percent of new on-board cars must be electric in the first six months of the plan. The policy also states that after four years from its notification, all new commercial two-wheelers and three-wheelers will be required to be EVs.

Similarly, for five years after its notification, all new commercial four-wheelers must be EVs. Aggregators and delivery service providers will also be mandated to switch to electric fleet by April 1, 2030.

The scheme lays the foundation for a regulatory provision for bike taxi and rent-a-bike services.

Since Delhi has never allowed bike taxis to operate in the city, the plan provides for regulating such services.

As a new business opportunity, the plan ensures that all bike taxi and two-wheeler rental services in the city will be through electric two-wheelers only. These provisions are in line with the Delhi EV Policy 2020, the statement said.

The scheme follows the “polluter pays” principle. This would make the per-vehicle license fee for a conventional vehicle significantly higher than for an electric vehicle.

For example, there may be no license fee for an electric taxi, but for a CNG taxi it may be Rs. 650.

Secondly, all license fees and fines under the scheme will be deposited in the State EV Fund, which in turn supports all EV promotional activities.

Talking about the draft plan, Transport Minister Kailash Gehlot said that Delhi has achieved another milestone with its motor vehicle aggregator plan.

“This is happening for the first time in India when a state has mandated aggregators to electrify their fleet and regulate such service providers in the city with the goal of ensuring passenger safety and reducing pollution with sustainable public transport in the city.” target is given.

“We have introduced a polluter pays principle, where there will be zero license fee on onboarding of any electric vehicle. The scheme also lays the foundation for a regulatory provision for bike taxis (two-wheeler ride-hailing services) and bike-on-hire services. ,” He added.
