Government sets up 3-member panel to settle green disputes – Times of India

New Delhi/Jaipur : The Renewable energy The ministry is setting up a three-member panel of “eminent persons of impeccable integrity” to resolve “unexpected disputes” involving issues beyond contractual agreements between government-nominated project implementing agencies and developers or contractors.
The committee is to be constituted with the approval of the Minister of Power and Renewable Energy RK Singhthe ministry said in the June 7 order. The members will be selected from amongst eminent persons based in the National Capital Region (NCR) to avoid expenses on travel and accommodation. The upper age limit for selection has been fixed at 70 years.
The move is aimed at checking a growing number of disputes, especially over time extensions, that have hurt the pace of renewable capacity addition as the government chases the 500-gW target. clean energy capacity by 2030.
This dispute-resolution mechanism is applicable to all renewable energy schemes, programs or projects being implemented by or through designated agencies such as SECI. NTPCNHPC and SJVN, the ministry’s order stated.
The mechanism will also apply to the implementation of contractual agreements between agencies and contractors, provided the implementing agency undertakes to accept the decision of the Disputes-Resolution Committee. But the contractor or project developer cannot directly approach the dispute-resolution panel in case of any dispute. They have to approach the designated implementing agency first.
If the project developer or the contractor does not arrive at a proper settlement on the dispute, the panel may be approached.
