Govt creates panel to vet depts’ plans while model code in force | Goa News – Times of India

Panaji: State govt has constituted a screening committee to vet department proposals, work orders, and release of funds for projects while the model code of conduct is in force.
The committee will be headed by chief secretary Puneet Kumar Goel.
Departments that want to issue work orders, allot contracts, or disburse funds will have to submit the proposals to the screening committee through the general administration department (GAD).
The proposal would require the approval of that department’s secretary or principal secretary.
“The proposals cleared by the screening committee shall be submitted to the chief electoral officer along with full details and a note on urgency, why the proposal can’t wait till completion of elections,” said personnel under-secretary Eshant Sawant in an order issued on Thursday.
The screening committee will comprise the secretary of the department and the principal secretary of the GAD.
Once the Election Commission announces the election dates, the model code of conduct comes into force. The model code prohibits govt from announcing new projects, financial grants, laying of foundation stones, and employment letters that can influence voters in favour of the party or candidate.
The three-member committee will examine each proposal submitted by the departments to see if they come under the purview of the code before sending it to the Election Commission through the state’s chief electoral officer.
