The Jharkhand High Court has given a big blow to the Hemant government on Friday. The High Court set aside the amendment made by the state government in the recruitment rules of the Jharkhand Staff Selection Commission (JSCC). A division bench of Chief Justice Dr. Ravi Ranjan and Justice Sujit Narayan Prasad gave this order while hearing a petition filed by Ramesh Hansda.

The bench has considered the amendment made in the planning policy by the Hemant government as wrong and unconstitutional. Under the new rules, only 10th and 12th pass candidates from Jharkhand could sit in the exam. Apart from this, Hindi and English were excluded from the 14 local languages ​​while 12 other local languages ​​including Urdu, Bangla and Oriya were included.

The state cabinet had last year approved proposals for revision of employment eligibility criteria and syllabus for examinations conducted by the Jharkhand Staff Selection Commission (JSSC) for grade-III and class-IV government jobs. Hansda had challenged the changes made in JSSC rules, saying they were affecting the prospects of many candidates seeking government jobs.

As per the amended rules, general category candidates who have matriculation and intermediate certificates from institutions outside the state will not be eligible to appear for the exam. Reserved category candidates were not put under such conditions. Besides setting aside the eligibility criteria for general category, the bench also set aside the government’s decision not to include English and Hindi as subjects in the language paper proposed by the JSCC.
