Khan Lashes Out At State Govt Over ‘splurging Money’ | – Times of India

Thiruvananthapuram: Governor Arif Mohammed Khan came down heavily against the LDF government for its lavish spending even as the state is facing its worst financial crisis. He also accused the government of breaching constitutional provisions.
Despite owning up that it is in a financial mess the government has been on a spending spree and engaging in extravagance, said the governor.
“You are building swimming pools for personal use, when you are not able to pay the pension of people who have spent their lives serving the state,” the governor fumed.
On the state government’s appeal before the Supreme Court against the delay in signing the bills passed by the assembly, Khan said he would respond to it before the apex court. “It is always good to approach the Supreme Court which is the highest court of law in the country,” he said.
Khan also asked whether the bills for appointing vice chancellors would incur some expenditure. The government was putting the responsibility of appointing VCs on the universities, but the varsities get funds from the state and the Centre, he added.
Therefore, every bill which has a provision for expenditure “becomes a money bill and it cannot be placed before the assembly without the governor’s approval,” he claimed.
Refuting the governor’s claim, minister P Rajeeve later said the speaker decides whether a piece of legislation is a money bill or not. “These (the bills regarding appointment of VCs) are not money bills at all,” he said.
The governor also said the government has acted against Constitutional provisions and passed the bills accordingly. Without consultations with the governor on the bills, resolutions were passed in the assembly. The ministers who had come and met him had no answers to his questions, the governor said.
“I need clarifications on this…Their reply was this letter has been written by the CM, we are not in a position to reply. I said, then send the CM…If there is no response should I wait or not wait,” he asked.
