The Tamil Nadu government on Tuesday sought to make it categorically clear that the governor should only read out the document prepared by the state government as his traditional address to the assembly and there was no room for his personal opinion or objections.

As per Article 176 of the Constitution, the Governor’s address on the opening day of the first session of the year is one that “highlights the policies, plans and achievements of the State Government,” it said.

The government’s clarification came in a statement in response to a section of the media on Monday’s incident, where state Governor RN Ravi omitted parts in his address to the legislature, and made some other comments, following which Chief Minister MK Stalin responded to it. presented a motion against Deviation.

“The convention is that the governor should read the address prepared by the (state) government as per the constitution. There is no place in this address for personal views or objections of the Governor. Also, it is not his personal address, but the government’s.”

This practice was ratified by several governors in the past.

The draft address was sent to the Raj Bhavan on the morning of 6 January and after some corrections was sent again the same day.

The governor’s office suggested some changes, following which another draft was sent to his office late the next day, the statement said.

On January 8, it was returned to the government with the approval of the governor.

There was no truth to some claims that the Governor had been asked to leave out some sections which he wanted removed, asserting the government, adding that the draft had gone to print.

“Nothing happened. The file for the Governor’s approval (for the draft speech) was received at 11.30 a.m. on January 8, but it was sent for printing by 12.30 on January 9.
