Today is the second day of the monsoon session of Parliament. Today once again there is a possibility of an uproar over the incident in Manipur. However, the government has made it clear that it is ready to discuss the matter.
As soon as the proceedings started in both the Houses of the Parliament on Thursday morning, the opposition MPs started creating ruckus on the Manipur issue. Due to this, the proceedings of both the Houses were adjourned for the next day.
Before the start of the monsoon session, PM Modi had said – Today my heart is full of pain, full of anger. Manipur incident is a shameful incident for any civilized society. How many are the sinners and who are they, this is their own place.
Opposition has given notices on Manipur issue
Several MPs, including Congress MP Imran Pratapgarhi, Shiv Sena (Uddhav faction) MP Priyanka Chaturvedi and CPI(M) MP Elamaram Karim, have given notices for discussion on the Manipur issue in Parliament.
The new alliance of opposition parties will also try to corner the Center in the monsoon session on issues like Delhi ordinance, cancellation of membership of Rahul Gandhi. Apart from this, issues like Uniform Civil Code and demand for JPC inquiry in Adani-Hindenburg case can also be debated.
The central government will bring 31 bills in the monsoon session, there will be 17 meetings in the session
The monsoon session will continue till August 11. During this there will be 17 meetings. The central government is bringing 31 bills in the monsoon session. Of these, 21 are new bills, while 10 have already been introduced in Parliament. They will be discussed. The most discussed bill is the ordinance related to transfer-posting of officers in Delhi.
Three popular bills to be introduced in this session…
1. The Government of the National Capital Territory of Delhi (Amendment) Ordinance, 2023
On May 19, the central government issued an ordinance regarding transfer, posting and vigilance rights of officers in Delhi. Through this, the Central Government will constitute the National Capital Civil Services Authority. This authority will have Delhi CM, Chief Secretary and Principal Home Secretary.
Opposition’s Stand: The opposition has united against the Centre’s ordinance regarding Delhi. Congress spoke of supporting AAP on 16 July. On the other hand, Kejriwal has already got the support of Bengal CM Mamata Banerjee, Sharad Pawar, KCR and Uddhav Thackeray. An opposition unity meeting of 26 parties was also held in Bengaluru on 18 July.
Meaning: According to the ordinance, the final decision on transfer-posting of officers in Delhi will be taken by the LG. The Chief Minister will have no right in this.
2. Digital Personal Data Protection Bill, 2023
The Digital Personal Data Protection Bill, 2023 will also be introduced in this monsoon session. However, earlier in August 2022, the Personal Data Protection Bill was prepared, but was withdrawn by IT Minister Ashwini Vaishnav. The IT ministry redrafted the bill, this time naming it the Digital Personal Data Protection (DPDP) Bill.
Opposition’s Stand: On June 12 this year, there was news of a data leak on the Covin app. Due to which the opposition leaders created a lot of ruckus. However, the government had rejected the allegations of data leak outright. What is the stand of the opposition on the Digital Personal Data Protection Bill, it will be known during the proceedings of the House.
Meaning: Under this bill, leaking of user data from telecom companies to social media and other online platform companies will be banned. There is a provision to impose a fine of up to Rs 250 crore for violating the rules. Its purpose is to protect the personal data of the citizens of the country.
3. The Public Trust (Amendment of Provisions) Bill, 2023
Another bill is going to be passed in the monsoon session. Its name is the Jan Vishwas (Amendment of Provisions) Bill, 2023. This bill was also approved in the Union Cabinet meeting on 13 July. This bill was introduced in the Lok Sabha on 22 December 2022, is yet to be passed.
Opposition’s Stand: No comment has been made on the Public Trust (Amendment of Provisions) Bill, 2023 from the opposition.
Meaning: In order to make the daily routine of the citizens easier, 183 provisions of 42 Acts will either be repealed or amended and minor irregularities will be removed from the category of crime. These include many provisions related to jail sentence. Implementation of these amendments will reduce the burden of litigations.

1. Ordinance of Central Government on Delhi
The entire opposition along with Delhi CM Arvind Kejriwal has rallied against the central government’s ordinance on Delhi. Kejriwal says, Delhi’s ordinance is an experiment. Later it will be implemented in other states. The day is not far when PM will run all the state governments through 33 governors and LG. At the same time, Congress President Mallikarjun Kharge has called it an attack on democracy. In such a situation, all the opposition parties will oppose this ordinance in one voice.
2. Question on Manipur violence
Violent clashes have been going on in Manipur since May 3 between the Kuki and Meitei communities over reservation. The Congress has been besieging the government for a long time on the violence that has been going on for 77 days. Jairam Ramesh targeted the silence of the PM on 14th July and Rahul Gandhi on 15th July.
A day before the start of the session, a video of two women being paraded on the road without clothes went viral. There has been an uproar on this on the first day as well.
3. Uniform Civil Code
The Center may not have included the Uniform Civil Code in its 31 bills being brought in the monsoon session. But this is definitely a topic of discussion. On June 27, Narendra Modi raised the issue of Uniform Civil Code during a public meeting in Madhya Pradesh. The PM had said that two laws cannot run in one house. After which this has become a big issue for the opposition.
4. Issue of Rahul Gandhi and MPs
On March 24, Rahul lost his MP in the Modi surname case. In such a situation, he will not be able to sit in the monsoon session due to not being a Member of Parliament. Rahul’s membership had gone in the middle of the last budget session, due to which the Congress had created a lot of ruckus in the House.
Recently, on July 7, the Gujarat High Court also refused to reduce Rahul’s sentence. A hearing on this is to be held in the Supreme Court on July 21. In such a situation, the Congress will make it a point of debate in the monsoon session.
Ruckus in Parliament before elections in five states
This time’s monsoon session of Parliament is very important. Assembly elections are to be held in five states of the country, Rajasthan, Madhya Pradesh, Chhattisgarh, Telangana and Mizoram, in the next few months. The term of the Assemblies of these states will end in December this year and January next year. In such a situation, both the ruling party and the opposition party will blow the bugle for the upcoming elections with a debate in the Parliament.
