Mangaluru: The support of law department employees is also essential to ensure speedy delivery of justice in cases, said Karnataka high court judge BM Shyam Prasad. He was speaking after inaugurating the district conference of Dakshina Kannada law department employees held at SDM Law College on Sunday.
He said one of the major reasons for the delay in the disposal of cases is the delayed delivery of noticesand summons.“The National Service and Tracking of Electronic Processes (NSTEP) scheme was introduced two years ago to solve the issue of delay in the summons delivery. Soon after delivering the notice or summons, a digital signature and photo are uploaded online with details of the location. For the effectiveimplementation of the system and to make justice delivery speedy, the support of employees is essential,” he said.
“Many reasons lead to delay in the disposal of cases,” he said, adding that bar associations should discuss and find solutions in this regard.
District and sessions judge Ravindra M Joshi said that training programmes are being conducted to enhance the skills of law department employees. “A process to fill the vacancies in the law department in the district is under way,” he added.
“New policies related to transfers of employees are being framed at the state level. The new policy is aimed at allowing husband and wife to work in the same district and for the convenience of employees who are at the fag end of retirement as well as the sick,” he said and wished that the implementation of it should begin from Dakshina Kannada district. tnn

Earlier, there were less than 25 Pocso courts, but their number has increased due to the Supreme Court’s directive. Trials of Pocso cases are now almost concurrent, but infrastructure facilities in Pocso courts are inadequate. Delays now occur due to issues like obtaining reports and lapses in investigations. Efforts are being made to reduce further delays and improve conviction rates. However, some cases still drag on for years and victims find it difficult to testify after so long. Out-of-court settlements, though not provided for in the Pocso Act, do occur.
