States demand more funds in pre-budget meeting with Nirmala Sitharaman – Times of India

New Delhi: Finance ministers of the states have pre budget The consultation has raised their demand for more funds, greater share in implementing centrally sponsored schemes and increased payment of royalty on minerals.
These issues were raised by the states in the meeting convened by the Union Finance Minister Nirmala Sitharaman To know his views on 2023-24 budget Will be presented on February 1.
Tamil Nadu Finance Minister P Thiyaga Rajan said states cutting across party lines said centrally sponsored schemes were hampering states’ financial autonomy as states contribute huge amount in some schemes which is more than the Centre’s contribution.
Thiaga Rajan told reporters, “Irrespective of political party, all states have expressed the common theme that fiscal autonomy is limited to the extent of centrally sponsored scheme, by the extent of changing proportion of funding of such schemes.”
The states demanded that they should be given more flexibility in implementing the CSS.
CSS is implemented through a joint contribution of the Central Government and the State Government
Bihar Finance Minister Vijay Kumar Choudhary said that centrally sponsored schemes should be limited as the burden on the states for such schemes is increasing. He said that if the Center wants to help the states, it should implement only central sector schemes.
Meghalaya Chief Minister Conrad Sangma said he has sought an increase in capital assistance to states. Sangma called for a system where it should be linked to the population. Emphasis should be on village-based schemes.
Andhra Pradesh Finance M Bugana Rajendranath Reddy said they have sought special assistance for capital expenditure. “We have demanded that government-promoted renewable projects be included in the green bond funding scheme,” Reddy said.
Himachal Pradesh Chief Minister Jai Ram Thakur demanded better road, rail, air connectivity in the state to promote tourism. Thakur, who holds the finance portfolio, said GST on apple packaging should be reduced from 18 per cent to 12 per cent.
Chhattisgarh Chief Minister Bhupesh Baghel asked the Center to release funds to implement the old pension scheme for state government employees.
He also demanded an increase in royalty for minerals extracted in the state and fixing of different royalty on different grades of coal and iron ore.
According to a Haryana government release, Chief Minister ML Khattar demanded that the Center give a special economic package to Haryana as 14 districts of the state fall in the National Capital Region and a lot of resources have to be spent on building and maintaining infrastructure . in these areas.
