US report says India now ranks third in global scientific publications

Union Minister for Science and Technology Jitendra Singh revealed that India has moved from 7th to 3rd position in the production of global scientific publications and scholars, according to a report by the US-based National Science Foundation.

“Globally India’s position in scientific publications has improved from 7th position in 2010 to 3rd position in 2020. He also said that India’s scholarly output increased from 60,555 papers in 2010 to 1,49,213 papers in 2020 ,” said a press release by The Press. Information Bureau.

India also ranks third globally in the number of PhDs produced annually. In a similar upward trend, the number of patents granted to Indian scientists by the India Patent Office has more than doubled in the last four years.

Minister Singh gave the credit of this success to the reforms of the government. According to him, the government has helped in “steadily increasing allocations for scientific departments, encouraging investment by the private sector to increase its share in GERD, and improving the ease of doing business in science, technology and innovation (STI) activities.” introducing flexible tools for public procurement; creating avenues for collaborative STI funding through portfolio-based funding mechanisms such as public-private-partnerships and other innovative hybrid funding mechanisms.

Another reform has been the treatment of research and development by the government as a part of Corporate Social Responsibility spending (CSR).

The PIB press release noted, “Corporate technology businesses can invest in incubators or contribute to research efforts undertaken by institutes and national research laboratories as a part of their CSR.”

In addition, “specific investment incentives such as location-based tax incentives are offered which enable 100% deduction of profits arising from doing and setting up business in the North Eastern states of India.”

The Global Innovation Index (GII) 2022 released by the World Intellectual Property Organization (WIPO) also saw an improvement in India’s innovation ranking from 81st in 2014 to 40th in 2022.
