While a CIDCO spokesperson was not available for comment, another official pointed out that the CUC usually sends notices or letters after finding any anomalies regarding unauthorized construction or land encroachment. Khotkar, however, said: “If CIDCO refuses to understand our difficult situation of taking care of so many cows, we may even file a PIL in the High Court.
