COC registration received lukewarm response from the bicycle industry. Ludhiana News – Times of India

Ludhiana: Registration for Certificate of Compliance (COC), which is mandated under the new bicycle reflector law, has received a cold response from the bicycle industry. Though the fee has been reduced by 80%, only 500 units have registered for it so far.
This development has created a stir in the government departments. Significantly, the Central Government had registered for COC and installation Bureau Of indian standard ,bis) Approved reflectors mandatory on cycles.
An official, on the condition of anonymity, said, “Around 350 units had registered for the CoC in the camps organized here, while 150 had already registered before they were set up. The figures are shocking as thousands of units manufacturing cycles come under the purview of CoC, but only a few percent have registered for it despite the fee being reduced from Rs 10,000 to Rs 50,000.
Meanwhile, cycle industrialists opined that micro and small units are refraining from registering for COC as they believe that they will have to go through complicated procedures and inspections every year after compliance.
“Everyone wants to comply with the CoC but the biggest issue is that there is no clarity on whether the number of inspections will be limited to one a year or not. Traders also want to confirm that renewal fee will not be charged for COC every year,” said Indrajit Singh Navyug, former president of United Cycle and Parts Manufacturers Association.
Navyug said the industrialists will send a memorandum of their demands to Union Industries and Commerce Minister Piyush Goyal urging him to relax the norms so that everyone can register for CoC without any fear.
