Gratuity scam: 50% pension of retired discom engineer withheld in Haryana. Gurgaon News – Times of India

Yamunanagar : The Uttar Haryana Bijli Vitran Nigam Limited (UHBVN) on Tuesday ordered stoppage of 50 per cent pension of its retired Executive Engineer (XEN) for allegedly embezzling about Rs 29.02 lakh in the name of payment of gratuity to 14 bogus pensioners of UHBVN.
A special audit team appointed by the Chief Auditor of UHBVN, Panchkula to conduct audit in UHBVN offices at Bilaspur and Jagadhri found that embezzlement was committed in the office of XEN, Sub-Urban Division. Jagadhri in Yamunanagar district, under which the payment of DCRG (gratuity) for the period April 1, 2018 to April 24, 2018 was transacted.
The UHBVN order states that the XEN, “failed to protect the interest of UHBVN but also perpetrated a serious fraud by signing checks and schedules/cash vouchers which contained the names of persons who were genuine pensioners of UHBVN”. /retired were not found to have paid gratuity orders were ever issued in respect of persons who were paid by him (XEN).
The UHBVN order said, ‘The number of transactions involving a value of Rs 29,02,569 was 14.’
Suresh Kumar of Panipat district lodged a complaint in February 2022, alleging that money was transferred from a bank branch in Bilaspur to his bank account by unknown persons. Police have arrested some officers of UHBVN by registering a case in Panipat. After this, UHBVN had ordered a special audit of its Jagadhari offices.
“It has been decided by the punishing authority to impose the penalty of withholding of 50% of his pension as per Rule-10(1)(a)(b) of Chapter-III. Haryana Civil Services Rules, 2016, duly adopted by the Corporation (UHBVN)”, reads the order of Under Secretary/HR-I, UHBVN, Panchkula.
In view of the seriousness of the matter, the Managing Director (MD) of UHBVN had appointed District and Sessions Judge (Retd) RP Bhasin as the Inquiry Officer on July 14, 2022 for an independent departmental enquiry. The accused retired officer failed to appear before the Inquiry Officer on repeated opportunities, following which the Inquiry Officer, on completion of the independent inquiry, submitted its report on December 9, 2022.
